The average monthly bill for a typical residential customer is estimated to increase 6% beginning in October 2024.
Rate steps
Previously, bills included three different steps of rates that decreased as you used more energy. Now, bills include only one rate that only changes during the summer and winter periods, making it easier to follow how your energy use can impact your bill.
Summer / winter period
Following traditional calendar months, summer rates are now in effect from June 1 to August 31 and winter rates are in effect from September 1 to May 31. This change shortens the summer period by one month to benefit customers as rates during the summer period are higher due to the overall demands on the energy grid being greater during warmer weather. The new summer rate is $0.13398 per kWh. The new winter rate is $0.09992 per kWh.
Bill credit
You will receive a credit on your monthly bill for the next 12 months. This credit is based on kWh and will vary each month. This helps to offset some of the increase and will appear as a “Tax Benefit Rider” on your bill.
Transition to new rates
As new rates go into effect, your first new bill was calculated based on a combination of old rates and new rates. All future bills will be calculated using the new rates only.

Reducing your usage during the summer on-peak hours will help to manage your monthly bill.
- Name change: The Nights and Weekends program will now be called Summer Saver. This name better reflects the structure of the program.
- New option: Residential customers have the option to switch to a new super off-peak program called Night Owl. This allows you to take advantage of a daily discounted rate from 12 a.m. to 8 a.m. year-round.

Now, bills include only one rate that only changes during the summer and winter periods, making it easier to follow how your energy use can impact your bill. Your demand charge will not change as your usage increases. The new summer demand rate is $19.82 per kW. The new winter demand rate is $11.24 per kW.
- Calculation: The calculation to determine your billing demand has been simplified. On-peak demand hours occur from 7 a.m. to 8 p.m., Monday-Friday, excluding holidays. Previously, billing demand was determined by the sum of the higher hourly demand during the on-peak period plus 50% of the amount of which the highest hourly demand during off-peak hours exceeded the highest on-peak demand. Now, billing demand will be determined by the sum of the highest hourly demand during on-peak hours. Billing demand will be based on the actual demand in the billing period. The ratchet demand and minimum demand requirement of 50 KW will no longer be used.

Summer/winter period
Following traditional calendar months, summer rates are now in effect from June 1 to August 31 and winter rates are in effect from September 1 to May 31. This change shortens the summer period by one month to benefit customers as rates during the summer period are higher due to the overall demands on the energy grid being greater during warmer weather.
Bill credit
You will receive a credit on your monthly bill for the next 12 months. This credit is based on kWh and will vary each month. This helps to offset some of the increase and will appear as a “Tax Benefit Rider” on your bill.
Transition to new rates
As new rates go into effect, your current bill was calculated based on a combination of old rates and new rates. All future bills will be calculated using the new rates only.
Monthly service charge
You will now see a “Monthly Service Charge” of approximately $78.27 on your bill. Although, this does not cause your overall bill to increase. This charge was already incorporated into the old bills for the first 50 kilowatts (KW) and has been broken out to provide transparency for customers.
Power factor/Reactive demand charge
Power factor will now be a component of your bill as a “Reactive Demand Charge.” This may appear as a credit or a charge. Reactive demand is determined as the maximum monthly kilovar (kVAR). When in excess of 50% of the maximum kilowatt (kW) demand registered during the month, a charge will apply. When the maximum monthly kVAR is less than 50% of the total kW demand, a credit will apply.

The average monthly bill for a typical standby electric customer is estimated to increase 5.6% beginning in October 2024.
Time of Day energy rates
All electricity used during off-peak hours is billed at a discount. On-peak energy hours are from 2 -7 p.m., Monday-Friday during the summer period. Off-peak energy hours are all other times, plus Independence Day. The new energy charge is $0. 01959 per kWh during on-peak hours and $0.00896 per kwh during off-peak hours.
Demand charge/calculation
- Charge: You are billed reservation and standby demand in kilowatt (kW). Customers served at non-transmission voltage levels (under 69,000 volts) are billed distribution primary or secondary reservation and standby demand in kW. For customers served at non-transmission voltage levels, bills include one distribution reservation and standby daily demands.
- Calculation: The calculation to determine your reservation distribution demand has changed. Previously, reservation distribution demand was determined by the contracted standby demand. Now, the distribution reservation demand is determined by the observed annual peak standby demand for the previous calendar year. As-used demand is calculated in two categories: generation and distribution. Generation as-used demand is determined by the highest 15 minute on-peak standby demand during the billing period. Distribution daily as-used demand is determined by the sum of each daily maximum on-peak standby demand. Distribution reservation and daily as-used demands apply to customers served at non-transmission voltage, which is under 69,000 volts. During periods where standby power is required for operations, keeping your operations steady and maintaining a consistent demand during on-peak hours helps to manage your bill.
